These plans were provided to the Neighborhood Planning Process Steering Committee in October 2009. The City formed the committee several months after the flood.
The purpose of that group was to oversee that the City's plans followed that of which came from the Neighborhood Planning Process that developed after the flood.
It didn't work. The City provided their own choices and arrived at a plan designed by - themselves.
The City planned these "streetscape improvements" just months after the flood. Priorities?!?
